  1.1                          A bill for an act 
  1.2             relating to human services; requiring child care 
  1.3             providers to develop policies for reporting suspected 
  1.4             child maltreatment; requiring child care licenses to 
  1.5             contain certain information; proposing coding for new 
  1.6             law in Minnesota Statutes, chapter 245A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [245A.145] [CHILD CARE PROGRAM REPORTING 
  1.9   NOTIFICATION.] 
  1.10     Subdivision 1.  [POLICIES AND PROCEDURES.] (a) All licensed 
  1.11  child care providers must develop policies and procedures for 
  1.12  reporting suspected child maltreatment that fulfill the 
  1.13  requirements in section 626.556, and must develop policies and 
  1.14  procedures for reporting complaints about the operation of a 
  1.15  child care program.  The policies and procedures must include 
  1.16  the telephone numbers of the local county child protection 
  1.17  agency for reporting suspected maltreatment; the county 
  1.18  licensing agency for family and group family child care 
  1.19  providers; and the state licensing agency for child care centers 
  1.20  for reporting other concerns. 
  1.21     (b) The policies and procedures required in paragraph (a) 
  1.22  must:  
  1.23     (1) be provided to the parents of all children at the time 
  1.24  of enrollment in the child care program; and 
  1.25     (2) be made available upon request.  
  1.26     Subd. 2.  [LICENSING AGENCY PHONE NUMBER DISPLAYED.] By 
  2.1   July 1, 2002, a new or renewed child care license must include a 
  2.2   statement that informs parents who have concerns about their 
  2.3   child's care that they may call the licensing agency.  The 
  2.4   commissioner shall print the telephone number for the licensing 
  2.5   agency in bold and large font on the license issued to child 
  2.6   care providers.
