A bill for an act
relating to education finance; fully funding Head Start waiting lists; requiring a
report; appropriating money; amending Laws 2015, First Special Session chapter
3, article 9, section 8, subdivision 4.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2015, First Special Session chapter 3, article 9, section 8, subdivision
4, is amended to read:

Subd. 4.

under Minnesota Statutes, section 119A.52:

new text begin The base appropriation for fiscal year 2018 equals $25,100,000 plus the product of
$53,167,000 times 1.05. The base appropriation for fiscal year 2019 and later equals
$25,100,000 plus the product of $53,167,000 times the ratio of the number of students
on Head Start and Early Head Start waiting lists served in the prior school year to
the number of students on Head Start and Early Head Start waiting lists served in the
2016-2017 school year.

new text begin (b) By February 1 of each year through 2020, the commissioner of education must
submit to the education policy and finance committees of the legislature a report on the
use of the funds appropriated under this section, including a breakdown by agency of the
number of students on Head Start and Early Head Start waiting lists that were served and
projections for future funding needs related to Head Start and Early Head Start waiting lists.
