A bill for an act
relating to capital investment; appropriating money for a pilot facility to generate
electricity using plasma arc technology and Minnesota biomass or waste
materials; authorizing the issuance of general obligation bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; BOARD OF REGENTS OF THE UNIVERSITY
OF MINNESOTA FOR A PILOT BIOMASS ENERGY FACILITY.

new text begin $5,000,000 is appropriated from the bond proceeds fund to the Board of Regents
of the University of Minnesota to design, construct, furnish, and equip a biomass waste
to energy pilot facility using plasma arc technology to generate electrical power using a
variety of Minnesota feedstocks or waste materials. The pilot facility must be developed
in collaboration with Minnesota industry. This appropriation is not available until the
commissioner of finance determines that $2,500,000 has been committed to the project
from nonstate sources.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated by section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$5,000,000 in the manner, on the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
