  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; appropriating money to complete construction of 
  1.4             an Achievement Plus facility in Independent School 
  1.5             District No. 625, St. Paul. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [INDEPENDENT SCHOOL DISTRICT NO. 625, ST. PAUL; 
  1.8   ACHIEVEMENT PLUS FACILITY.] 
  1.9      Subdivision 1.  [APPROPRIATION.] $5,200,000 is appropriated 
  1.10  from the bond proceeds fund to independent school district No. 
  1.11  625, St. Paul, to complete construction of a new Achievement 
  1.12  Plus facility.  This appropriation is not available until the 
  1.13  commissioner has determined that the financial commitment of 
  1.14  nonstate funds to design, construct, furnish, and equip 
  1.15  Achievement Plus facilities is equal to the total commitment of 
  1.16  state funds. 
  1.17     Subd. 2.  [BOND SALE.] To provide the money appropriated by 
  1.18  this section from the bond proceeds fund, the commissioner of 
  1.19  finance, on request of the governor, shall sell and issue bonds 
  1.20  of the state in an amount up to $5,200,000, in the manner, upon 
  1.21  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.22  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.23  article XI, sections 4 to 7. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective the day following final enactment.
