  1.1                          A bill for an act 
  1.2             relating to property taxes; eliminating the 
  1.3             metropolitan area fiscal disparities program; amending 
  1.4             Minnesota Statutes 1998, sections 415.16, subdivision 
  1.5             2; and 469.177, by adding a subdivision; repealing 
  1.6             Minnesota Statutes 1998, sections 473F.001; 473F.01; 
  1.7             473F.02; 473F.03; 473F.05; 473F.06; 473F.07; 473F.08; 
  1.8             473F.09; 473F.10; 473F.11; and 473F.13. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1998, section 415.16, 
  1.11  subdivision 2, is amended to read: 
  1.12     Subd. 2.  [REASONABLE AREA OR RESPONSE TIME REQUIREMENT.] A 
  1.13  statutory or home rule charter city or county, except if it is 
  1.14  located in the area defined in section 473F.02 473.121, 
  1.15  subdivision 2, may impose a reasonable area or response time 
  1.16  residency requirement if there is a demonstrated, job-related 
  1.17  necessity.  
  1.18     Sec. 2.  Minnesota Statutes 1998, section 469.177, is 
  1.19  amended by adding a subdivision to read: 
  1.20     Subd. 3a.  [METRO AREA DISTRICTS THAT HAD ELECTED OPTION 
  1.21  (b).] Any district located in the area described in section 
  1.22  473.121, subdivision 2, for which an election was made under 
  1.23  subdivision 3, paragraph (b), shall be deemed to have made 
  1.24  election under subdivision 3, paragraph (a), for purposes of 
  1.25  taxes payable in 2001 and subsequent years. 
  1.26     Sec. 3.  [REPEALER.] 
  1.27     Minnesota Statutes 1998, sections 473F.001; 473F.01; 
  2.1   473F.02; 473F.03; 473F.05; 473F.06; 473F.07; 473F.08; 473F.09; 
  2.2   473F.10; 473F.11; and 473F.13, are repealed. 
  2.3      Sec. 4.  [INSTRUCTION TO REVISOR.] 
  2.4      In the next edition of Minnesota Statutes, the revisor of 
  2.5   statutes shall delete all references to Minnesota Statutes, 
  2.6   chapter 473F and sections of chapter 473F. 
  2.7      Sec. 5.  [EFFECTIVE DATE.] 
  2.8      Sections 2 and 3 are effective for taxes payable in 2001 
  2.9   and subsequent years.
