A bill for an act
relating to capital improvements; appropriating money to design and renovate
classrooms and programs at the Rochester Community Technical College;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $1,512,000 is appropriated from the bond proceeds
fund to the Board of Trustees of the Minnesota State Colleges and Universities to
predesign, design, construct, and equip various classrooms and laboratories for innovative
programs in technology, health sciences, and energy efficiencies and sustainability at the
Rochester Community Technical College.

new text begin Health Science Learning Center. new text end

new text begin $525,000 of this appropriation is to
remodel vacated nursing laboratories and practice rooms into two anatomy and physiology
laboratories and an adjoining health science learning center. This remodeling will provide
space for fundamental science classes to increase the number of qualified applicants to
health science programs, leading to additional capacity of the transfer, nursing, and allied
health programs.

new text begin $987,000 of this appropriation is
to complete the major redesign of two classroom buildings and additional student study
spaces, and for a physical plant building. Included is a new heating, ventilation, and air
conditioning system to replace the existing 36-year-old all-electric system in Plaza and
Memorial Hall.

new text begin Also in the design are new fire suppression systems and fire alarm systems that will
bring these two buildings up to current code. For the renewable energy design effort, the
new steam line from the Olmsted County District Energy Center will provide energy for
the HVAC systems, and the design and later construction of a wind turbine near these
buildings will provide renewable energy and serve as a teaching tool in the program.
Other physical plant design work may include a maintenance building and relocation of
facilities for safety and environmental concerns and aesthetics.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $1,512,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
