A bill for an act
relating to health; requiring an in-person appointment with a health care provider
before providing an abortion-inducing drug; proposing coding for new law in
Minnesota Statutes, chapter 145.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The terms defined in this subdivision apply to this section.

new text begin (b) "Abortion-inducing drug" means a drug, medicine, oral hormonal compound, mixture,
or preparation that is prescribed, administered, or otherwise provided with the intent to
terminate the pregnancy of a woman known to be pregnant.

new text begin (c) "Nurse practitioner" means an individual licensed as an advanced practice registered
nurse by the Board of Nursing and certified by a national nurse certification organization
acceptable to the Board of Nursing as a nurse practitioner.

new text begin (d) "Physician" means an individual licensed as a physician or osteopathic physician
under chapter 147.

new text begin (e) "Physician assistant" means an individual licensed as a physician assistant under
chapter 147A.

new text begin Before an abortion-inducing drug is
prescribed, administered, or otherwise provided to a pregnant woman, the pregnant woman
must first have an in-person appointment with a physician, nurse practitioner, or physician
assistant at which provision of the abortion-inducing drug is addressed. During the
appointment, the physician, nurse practitioner, or physician assistant must:

new text begin (1) perform an abdominal ultrasound on the pregnant woman before prescribing,
administering, or providing the abortion-inducing drug; and

new text begin (2) provide services in accordance with applicable professional standards of care.
