  1.2             relating to education finance; authorizing additional 
  1.3             general education revenue for intervention programs; 
  1.4             appropriating money; amending Minnesota Statutes 1998, 
  1.5             section 126C.10, by adding a subdivision; Minnesota 
  1.6             Statutes 1999 Supplement, section 126C.10, subdivision 
  1.7             1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.10  126C.10, subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.12  year 2000 2001 and thereafter, the general education revenue for 
  1.13  each district equals the sum of the district's basic revenue, 
  1.14  intervention revenue, basic skills revenue, training and 
  1.15  experience revenue, secondary sparsity revenue, elementary 
  1.16  sparsity revenue, transportation sparsity revenue, total 
  1.17  operating capital revenue, equity revenue, referendum offset 
  1.18  adjustment, transition revenue, and supplemental revenue. 
  1.19     Sec. 2.  Minnesota Statutes 1998, section 126C.10, is 
  1.20  amended by adding a subdivision to read: 
  1.21     Subd. 2a.  [INTERVENTION REVENUE.] (a) Intervention revenue 
  1.22  equals the sum of: 
  1.23     (1) $20 times the number of adjusted pupil units in 
  1.24  kindergarten through grade six; and 
  1.25     (2) $20 times the number of students in grades nine through 
  1.26  12 who have not yet passed the basic skills tests in reading, 
  2.1   math, and writing. 
  2.2      (b) Intervention revenue must be targeted to students who 
  2.3   are at risk of performing poorly on third and fifth grade tests 
  2.4   and for those who have not yet passed the basic skills tests in 
  2.5   reading, math, and writing.  Intervention programs may include: 
  2.6      (1) early intervention programs and staff development to 
  2.7   train more teachers in appropriate early intervention 
  2.8   techniques; 
  2.9      (2) reliable screening tools used to identify children who 
  2.10  are not able to read at a grade-appropriate level; 
  2.11     (3) activities incorporating the evaluation of the school 
  2.12  site's reading results into existing reports regarding student 
  2.13  progress; 
  2.14     (4) activities designed to encourage parental involvement 
  2.15  to ensure each child is able to read at grade-appropriate 
  2.16  levels; and 
  2.17     (5) serving as a training site for teachers in other 
  2.18  buildings or school districts. 
  2.19     (c) School districts are encouraged to select a nationally 
  2.20  established, research-based, early intervention reading 
  2.21  curriculum that requires high parental involvement for success. 
  2.22     Sec. 3.  [APPROPRIATION.] 
  2.23     $....... is appropriated in fiscal year 2001 from the 
  2.24  general fund to the commissioner of children, families, and 
  2.25  learning for payment of general education aid under section 1 to 
  2.26  fund intervention programs.  This appropriation is in addition 
  2.27  to any other appropriation for this purpose. 
  2.28     Sec. 4.  [EFFECTIVE DATE.] 
  2.29     Sections 1 to 3 are effective for revenue for fiscal year 
  2.30  2001 and later.
