A bill for an act
relating to capital investment; appropriating money for the Latino Community
Outreach Center in Minneapolis.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; REBUILDING LAKE STREET MINNEAPOLIS;
LATINO COMMUNITY OUTREACH CENTER.

new text begin (a) $15,000,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to Comunidades
Latinas Unidas en Servicio (CLUES) for the predesign, design, construction, and furnishing
of a new Latino Economic Opportunity and Wellness Center at 2800 East Lake Street,
Minneapolis. The center will provide workforce training, asset building and business
incubators, a youth technology center, behavioral health clinics, health services, food security,
child care, arts center, and other high demand community supports.

new text begin (b) The commissioner may allocate up to $3,500,000 of the total appropriation upon
enactment to cover project costs directly related to predesign, design, and site acquisition
before the project securing total project funding, as required by Minnesota Statutes, section
16A.502.

new text begin (c) The project must include a nonstate funding match of no less than $8,000,000. This
is a onetime appropriation and is available until the project is completed or abandoned,
subject to Minnesota Statutes, section 16A.642.
