  1.1                          A bill for an act 
  1.2             relating to health; exempting certain community 
  1.3             integrated service networks from providing the 
  1.4             standard health maintenance organization benefit set; 
  1.5             amending Minnesota Statutes 1994, section 62N.25, 
  1.6             subdivision 5. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 62N.25, 
  1.9   subdivision 5, is amended to read: 
  1.10     Subd. 5.  [BENEFITS.] (a) Except as provided in paragraph 
  1.11  (b), community integrated service networks must offer the health 
  1.12  maintenance organization benefit set, as defined in chapter 62D, 
  1.13  and other laws applicable to entities regulated under chapter 
  1.14  62D, except that the community integrated service network may 
  1.15  impose a deductible, not to exceed $1,000 per person per year, 
  1.16  provided that out-of-pocket expenses on covered services do not 
  1.17  exceed $3,000 per person or $5,000 per family per year.  The 
  1.18  deductible must not apply to preventive health services as 
  1.19  described in Minnesota Rules, part 4685.0801, subpart 8.  
  1.20  Community networks and chemical dependency facilities under 
  1.21  contract with a community network shall use the assessment 
  1.22  criteria in Minnesota Rules, parts 9530.6600 to 9530.6660, when 
  1.23  assessing enrollees for chemical dependency treatment.  
  1.24     (b) Notwithstanding paragraph (a), a community integrated 
  1.25  service network formed to provide services exclusively to the 
  1.26  elderly is exempt from offering benefits that are not directly 
  2.1   related to the health care needs of the elderly because of age, 
  2.2   including well child care, prenatal and postnatal care, 
  2.3   maternity services, and family planning services.
