  1.1                          A bill for an act 
  1.2             relating to job opportunity building zones; 
  1.3             authorizing designation of additional zones for small 
  1.4             cities; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 469. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [469.3141] [ADDITIONAL DESIGNATIONS; SMALL 
  1.8   CITIES.] 
  1.9      Subdivision 1.  [AUTHORITY TO DESIGNATE.] In addition to 
  1.10  the designations authorized under section 469.314, the 
  1.11  commissioner, in consultation with the commissioner of revenue, 
  1.12  may designate additional job opportunity building zones.  The 
  1.13  commissioner may designate a zone at any time upon application 
  1.14  by a qualifying city. 
  1.15     Subd. 2.  [QUALIFYING RULES.] (a) A qualifying city must: 
  1.16     (1) have a population of 2,500 or less, as determined under 
  1.17  section 477A.011, subdivision 3; and 
  1.18     (2) not have received a zone designation in the original 
  1.19  designations of zones in 2003. 
  1.20     (b) The proposed zone must, in the opinion of the 
  1.21  commissioner, qualify under the need and success indicators 
  1.22  under section 469.314, subdivisions 2 and 3. 
  1.23     Subd. 3.  [APPLICATION OF JOBZ RULES.] Except as otherwise 
  1.24  specifically provided in this section, sections 469.310 to 
  1.25  469.320 apply to zones designated under this section. 
  2.1      Subd. 4.  [DURATION LIMIT.] The duration limit for a zone 
  2.2   designated under this section is the same as the duration of a 
  2.3   zone designated by the commissioner in 2003 under section 
  2.4   469.314, subdivision 1, regardless of when the zone is 
  2.5   designated under this section. 
  2.6      [EFFECTIVE DATE.] This section is effective the day 
  2.7   following final enactment.
