A bill for an act
relating to capital improvements; reappropriating a grant from the Knife
River-Larsmont sanitary district to the Duluth/North Shore sanitary district;
amending Laws 2003, First Special Session chapter 20, article 1, section 12,
subdivision 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2003, First Special Session chapter 20, article 1, section 12,
subdivision 3, is amended to read:


Subd. 3.

Wastewater Infrastructure Funding
Program

15,000,000

To the public facilities authority for grants to
eligible municipalities under the wastewater
infrastructure program established in
Minnesota Statutes, section 446A.072.

To the greatest practical extent, the authority
should use the grants for projects on the
2002 project priority list in priority order to
qualified applicants that submit plans and
specifications to the pollution control agency
or receive a funding commitment from
USDA rural development before December
1, 2003.

$1,500,000 is for grants to the deleted text begin Larsmont
portion of the Knife River-Larsmont

Duluth/North Shore
new text end sanitary district. This
appropriation must be used to reduce the
amount of the municipality's loan from the
water pollution revolving fund that exceeds
five percent of the market value of the
properties in the project service area. This
appropriation is in addition to grants from
other appropriations.
