  1.2             relating to sustainable economic development; 
  1.3             establishing a model strategy to encourage business 
  1.4             development in ways that prevent pollution and 
  1.5             maximize energy efficiency; authorizing a grant to the 
  1.6             city of Minneapolis for an ecological industrial park 
  1.7             facility; authorizing the issuance of state bonds; 
  1.8             appropriating money; proposing coding for new law in 
  1.9             Minnesota Statutes, chapter 116J. 
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [116J.995] [GREEN BUSINESS DEVELOPMENT 
  1.12  PROGRAM.] 
  1.13     The commissioner must establish and maintain a program to 
  1.14  encourage development of businesses that operate in ways that 
  1.15  prevent or minimize pollution and maximize energy efficiency, or 
  1.16  that are engaged in the development of products that prevent or 
  1.17  minimize pollution or maximize energy efficiency.  The 
  1.18  commissioner may determine the most effective ways in which to 
  1.19  encourage development of these businesses.  To the extent that 
  1.20  the legislature makes appropriations for this purpose, the 
  1.21  commissioner shall make grants to encourage development of these 
  1.22  businesses. 
  1.23     Sec. 2.  [APPROPRIATION; GREEN BUSINESS DEVELOPMENT.] 
  1.24     (a) $2,000,000 is appropriated from the bond proceeds fund 
  1.25  to the commissioner of economic development for a grant to the 
  1.26  city of Minneapolis for capital improvements for a business 
  1.27  incubator and ecological-industrial park in the city of 
  2.1   Minneapolis.  The facility will be a demonstration project, with 
  2.2   the objective of assisting businesses that develop new 
  2.3   industrial activities in emerging environmental technology, 
  2.4   alternative energy, and recycling.  The facility must be owned 
  2.5   by the city.  The city may enter into a lease or management 
  2.6   contract with a nonprofit entity under Minnesota Statutes, 
  2.7   section 16A.695, for operation of the facilities. 
  2.8      (b) To provide the money appropriated by this act from the 
  2.9   bond proceeds fund, the commissioner of finance, on request of 
  2.10  the governor, shall sell and issue bonds of the state in an 
  2.11  amount up to $2,000,000 in the manner, on the terms, and with 
  2.12  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.13  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.14  4 to 7.
