A bill for an act
relating to health; requiring transparency in hospital billing within a certain time;
amending Minnesota Statutes 2018, section 144.586, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 144.586, is amended by adding a subdivision
to read:

new text begin Each hospital, including hospitals designated as critical
access hospitals, must disclose to each discharged patient within a week of discharge an
itemized description of billed charges for medical services and goods the patient received
during the hospital stay. The itemized description of billed charges may not use terms that
are indecipherable or are described as "miscellaneous charges" or "supply charges." The
hospital may not add a processing charge for the itemized billing.
