  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds for metropolitan council 
  1.4             regional parks; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [METROPOLITAN COUNCIL REGIONAL PARKS.] 
  1.7      Subdivision 1.  [APPROPRIATION.] (a) $15,545,000 is 
  1.8   appropriated from the bond proceeds fund to the commissioner of 
  1.9   natural resources for payment by the commissioner of natural 
  1.10  resources to the metropolitan council.  The commissioner shall 
  1.11  transfer the amount to the metropolitan council upon receipt of 
  1.12  a certified copy of a council resolution requesting payment.  
  1.13  The appropriation must be used to pay the cost of acquisition 
  1.14  and betterment by the metropolitan council and local government 
  1.15  units of regional recreational open space lands in accordance 
  1.16  with the council's policy plan as provided in Minnesota 
  1.17  Statutes, section 473.315.  This appropriation must not be used 
  1.18  for research, planning, administration, or tax equivalency 
  1.19  payments.  This appropriation may be used for the purchase of 
  1.20  homes only if the purchases are included in the work program 
  1.21  required by law and they are expressly approved by the 
  1.22  legislative commission on Minnesota resources. 
  1.23     (b) The appropriation in paragraph (a) is for the following 
  1.24  purposes: 
  1.25     (1) land acquisition, $2,444,000; 
  2.1      (2) nonbuilding park development, $4,446,000; 
  2.2      (3) nonbuilding park and trail development, $7,872,000; and 
  2.3      (4) park building rehabilitation and development, $783,000. 
  2.4      Subd. 2.  [BONDS.] To provide the money appropriated by 
  2.5   this section from the bond proceeds fund, the commissioner of 
  2.6   finance, on request of the governor, shall sell and issue bonds 
  2.7   of the state in an amount up to $15,545,000 in the manner, on 
  2.8   the terms, and with the effect prescribed by Minnesota Statutes, 
  2.9   sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  2.10  article XI, sections 4 to 7.
