A bill for an act
relating to workforce development; appropriating money for a grant to Somali
American Women Action Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SOMALI WOMEN'S ENTREPRENEURSHIP AND
ECONOMIC EMPOWERMENT (SWEEE) PILOT GRANT.

new text begin (a) $250,000 in fiscal year 2020 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Somali American Women
Action Center to provide holistic community-based services tailored toward Somali American
women and single mothers aged 18 to 30 years who are facing multiple barriers to
employment. The grant must be spent on community-based services in at least the following
cities: Minneapolis, St.Paul, Edina, Burnsville, and Faribault. Grant funds must aim to
provide support to minority women-led ventures and help minority women overcome barriers
to economic growth. The grant must be used to support job skills and create pathways for
women to future private and public employment sectors. Community-based services include
skill-based trainings that may include:

new text begin (3) construction trades;
new text end

new text begin (4) financial empowerment; and
new text end

new text begin (5) workforce preparations.

new text begin (b) By January 15 each year beginning in 2022, the commissioner must submit a report
to the chairs and ranking minority members of the house of representatives and senate with
jurisdiction over entrepreneurship and economic development that details the use of the
grant funds and the outcomes achieved.
