  1.1                          A bill for an act 
  1.2             relating to the legislative auditor; adding a member 
  1.3             to the local government services advisory council; 
  1.4             clarifying the appointment of council members; 
  1.5             amending Minnesota Statutes 1997 Supplement, section 
  1.6             3.971, subdivision 4. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.9   3.971, subdivision 4, is amended to read: 
  1.10     Subd. 4.  (a) To perform best practices reviews, the 
  1.11  legislative auditor through the program evaluation division 
  1.12  shall examine the procedures and practices used to deliver local 
  1.13  government services, including those of municipalities and 
  1.14  counties, determine the methods of local government service 
  1.15  delivery, identify variations in cost and effectiveness, and 
  1.16  identify practices to save money or provide more effective 
  1.17  service delivery.  The legislative auditor shall recommend to 
  1.18  local governments, service delivery methods and practices to 
  1.19  improve the cost-effectiveness of services.  The legislative 
  1.20  auditor and the board of government innovation and cooperation 
  1.21  shall notify each other of projects being conducted relating to 
  1.22  improving local government services. 
  1.23     (b) The commission shall identify local government services 
  1.24  to be reviewed with advice from an advisory council whose 
  1.25  membership shall consist consisting of: 
  1.26     (1) three representatives from appointed by the Association 
  2.1   of Minnesota Counties; 
  2.2      (2) three representatives from appointed by the League of 
  2.3   Minnesota Cities; 
  2.4      (3) two representatives from appointed by the Association 
  2.5   of Metropolitan Municipalities; and 
  2.6      (4) one representative from appointed by the Minnesota 
  2.7   Association of Townships; and 
  2.8      (5) one representative appointed by the Minnesota 
  2.9   Association of School Administrators.  
  2.10     (c) This subdivision expires June 30, 1999. 
  2.11     Sec. 2.  [EFFECTIVE DATE.] 
  2.12     Section 1 is effective the day following final enactment.
