  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings for 
  1.4             housing projects serving veterans and other single 
  1.5             adults who are homeless or at risk of homelessness; 
  1.6             authorizing issuance of bonds; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      $....... is appropriated from the bond proceeds fund to the 
  1.10  housing finance agency for transfer to the housing development 
  1.11  fund for the purposes of making loans and grants for publicly 
  1.12  owned transitional and permanent housing under Minnesota 
  1.13  Statutes, section 462A.202, subdivisions 2 and 3a.  
  1.14  Notwithstanding Minnesota Statutes, section 462A.202, 
  1.15  subdivision 3a, the loans or grants must be used for the 
  1.16  development, construction, acquisition, or rehabilitation of 
  1.17  transitional or permanent housing to serve veterans and single 
  1.18  adults who are homeless or at risk of becoming homeless.  The 
  1.19  loans or grants must be used for two housing projects that: 
  1.20     (1) are located on property owned by the United States 
  1.21  Department of Veterans Affairs that is leased by the Department 
  1.22  of Veterans Affairs to the owners of the housing projects; 
  1.23     (2) provide or coordinate health and social services needed 
  1.24  by the residents; and 
  1.25     (3) are a collaborative partnership between community 
  1.26  agencies, local units of government, and the federal government. 
  2.1      Sec. 2.  [BOND SALE.] 
  2.2      To provide the money appropriated in section 1 from the 
  2.3   bond proceeds fund, the commissioner of finance shall sell and 
  2.4   issue bonds of the state in an amount up to $....... in the 
  2.5   manner, on the terms, and with the effect prescribed by 
  2.6   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.7   Minnesota Constitution, article XI, sections 4 to 7. 
  2.8      Sec. 3.  [EFFECTIVE DATE.] 
  2.9      Sections 1 and 2 are effective the day following final 
  2.10  enactment.
