  1.1                          A bill for an act
  1.2             relating to environmental education; providing an 
  1.3             appropriation from the bond proceeds fund for a grant 
  1.4             for capital improvements at the Laurentian 
  1.5             Environmental Learning Center; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; LAURENTIAN ENVIRONMENTAL 
  1.8   LEARNING CENTER.] 
  1.9      (a) $1,400,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of natural resources for a grant to 
  1.11  independent school district No. 621, Moundsview.  This 
  1.12  appropriation is for capital improvements at the Laurentian 
  1.13  Environmental Learning Center, including remodeling of existing 
  1.14  buildings, construction of new buildings, demolition, roadway 
  1.15  and parking improvements, trail improvements, and handicapped 
  1.16  access improvements. 
  1.17     (b) To provide the money appropriated by this act from the 
  1.18  bond proceeds fund, the commissioner of finance, on request of 
  1.19  the governor, shall sell and issue bonds of the state in an 
  1.20  amount up to $1,400,000 in the manner, on the terms, and with 
  1.21  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.
