  1.1                          A bill for an act 
  1.2             relating to employment; providing for a study of 
  1.3             temporary employment agencies. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TEMPORARY EMPLOYMENT AGENCY STUDY.] 
  1.6      (a) For purposes of this section, the following terms have 
  1.7   the meaning given them: 
  1.8      (1) "temporary employment agency" means an organization 
  1.9   that hires people to work in temporary positions for employers 
  1.10  who are clients of that organization; and 
  1.11     (2) "temporary worker" means a person who performs 
  1.12  temporary services on behalf of a temporary employment agency 
  1.13  for a client of that temporary employment agency. 
  1.14     (b) The commissioner of labor and industry shall complete a 
  1.15  study of temporary employment agencies operating in Minnesota.  
  1.16  The study must be completed and submitted to the governor and 
  1.17  the legislature by January 1, 1997.  The study must include: 
  1.18     (1) information on fees charged by temporary employment 
  1.19  agencies for services; 
  1.20     (2) what services are provided by temporary employment 
  1.21  agencies; 
  1.22     (3) what information is provided to temporary workers by 
  1.23  temporary employment agencies; 
  1.24     (4) any suggested changes in laws or rules in the area; and 
  2.1      (5) any other pertinent information. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective the day following final enactment.
