  1.1                          A bill for an act 
  1.2             relating to health; including medium chain acyl-CoA 
  1.3             dehydrogenase deficiency in the testing and follow-up 
  1.4             program for inborn metabolic defects in infants; 
  1.5             amending Minnesota Statutes 1998, sections 144.126; 
  1.6             and 144.128. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 144.126, is 
  1.9   amended to read: 
  1.10     144.126 [INBORN METABOLISM ERROR TESTING PROGRAMS.] 
  1.11     The commissioner shall provide on a statewide basis without 
  1.12  charge to the recipient, treatment control tests for which 
  1.13  approved laboratory procedures are available for 
  1.14  hemoglobinopathy, phenylketonuria, medium chain acyl-CoA 
  1.15  dehydrogenase deficiency, and other inborn errors of metabolism. 
  1.16     Sec. 2.  Minnesota Statutes 1998, section 144.128, is 
  1.17  amended to read: 
  1.18     144.128 [TREATMENT FOR POSITIVE DIAGNOSIS, REGISTRY OF 
  1.19  CASES.] 
  1.20     The commissioner shall: 
  1.21     (1) make arrangements for the necessary treatment of 
  1.22  diagnosed cases of hemoglobinopathy, phenylketonuria, medium 
  1.23  chain acyl-CoA dehydrogenase deficiency, and other inborn errors 
  1.24  of metabolism when treatment is indicated and the family is 
  1.25  uninsured and, because of a lack of available income, is unable 
  1.26  to pay the cost of the treatment; 
  2.1      (2) maintain a registry of cases of hemoglobinopathy, 
  2.2   phenylketonuria, medium chain acyl-CoA dehydrogenase deficiency, 
  2.3   and other inborn errors of metabolism for the purpose of 
  2.4   follow-up services; and 
  2.5      (3) adopt rules to carry out section 144.126 and this 
  2.6   section. 
  2.7      Sec. 3.  [EFFECTIVE DATE.] 
  2.8      Sections 1 and 2 are effective January 1, 2001.
