  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to the department of administration for a grant to the 
  1.4             city of Brandon and town of Brandon joint powers board 
  1.5             for an educational, heritage, and cultural 
  1.6             preservation center; authorizing the sale of state 
  1.7             bonds. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $5,500,000 is appropriated from the bond proceeds fund to 
  1.11  the department of administration for a grant to the city of 
  1.12  Brandon and town of Brandon joint powers board for site 
  1.13  acquisition and first-phase development and construction of the 
  1.14  west central region, educational, heritage, and cultural 
  1.15  preservation center to be located in Brandon township on 
  1.16  property described as "SW 1/4 of Section 28 and NW 1/4 of 
  1.17  Section 33, T-129N R-39W, Douglas county."  The appropriation 
  1.18  will not be available until an equal match from nonstate sources 
  1.19  for second-phase development is secured. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in this act from the 
  1.22  state bond proceeds fund, the commissioner of finance, on 
  1.23  request of the governor, shall sell and issue bonds of the state 
  1.24  in an amount up to $5,500,000 in the manner, upon the terms, and 
  1.25  with the effect prescribed by Minnesota Statutes, sections 
  1.26  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.1   XI, sections 4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      This act is effective the day following its final enactment.
