A bill for an act
relating to veterans; appropriating money to public safety for a grant for training
community safety personnel about the use of de-escalation techniques.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $100,000 in fiscal year 2018 and $100,000 in fiscal year 2019 are appropriated from the
general fund to the commissioner of public safety for training state and local community
safety personnel in the use of crisis de-escalation techniques. When selecting a service
provider for this training, the commissioner must consult with the director of the Minnesota
Peace Officer Standards and Training Board, and may consult with any postsecondary
institution, any state or local governmental official, or any nongovernmental authority the
commissioner determines to be relevant. Among any other criteria the commissioner may
establish for the selection, the training provider must have a demonstrated understanding
of the transitions and challenges that veterans may experience during their re-entry into
society following combat service. The commissioner must ensure that training opportunities
provided are reasonably distributed statewide.
