  1.1                          A bill for an act 
  1.2             relating to the legislature; authorizing a legislative 
  1.3             commission on Minnesota-Ontario matters; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 3.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [3.884] [LEGISLATIVE COMMISSION ON 
  1.8   MINNESOTA-ONTARIO MATTERS.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] A legislative advisory 
  1.10  commission on Minnesota-Ontario matters is established.  The 
  1.11  commission is made up of 12 Minnesota members appointed as 
  1.12  provided in subdivision 2, with the intent of meeting with a 
  1.13  like commission of Ontario citizens appointed as provided by the 
  1.14  appropriate government authority of Ontario for the purpose of 
  1.15  making recommendations regarding Minnesota-Ontario issues of 
  1.16  mutual interest involving natural resources, transportation, 
  1.17  economic development, and social matters.  A report and 
  1.18  appropriate recommendations must be made annually to the 
  1.19  appointing bodies. 
  1.20     Subd. 2.  [MINNESOTA APPOINTEES.] Six of the Minnesota 
  1.21  members must be appointed by the speaker of the house, three 
  1.22  from among the members of the house of representatives and three 
  1.23  from Minnesota citizens with interest in and knowledge of 
  1.24  Minnesota-Ontario issues; and six members appointed by the 
  1.25  subcommittee on committees of the committee on rules and 
  2.1   administration of the senate, three from among the members of 
  2.2   the senate and three from Minnesota citizens with an interest in 
  2.3   and knowledge of Minnesota-Ontario issues. 
  2.4      Subd. 3.  [TERMS.] Minnesota legislative members shall 
  2.5   serve for the term of the legislative office to which they were 
  2.6   elected.  The terms, compensation, and removal of the 
  2.7   nonlegislative members of the commission shall be as provided in 
  2.8   section 15.059.  Notwithstanding section 15.059, subdivision 5, 
  2.9   the commission shall continue to exist. 
  2.10     Subd. 4.  [OFFICERS.] There must be co-chairs of the 
  2.11  commission.  The Ontario section must have a chair and the 
  2.12  Minnesota section must have a chair.  The Ontario chair must 
  2.13  conduct meetings held in Canada and the Minnesota chair must 
  2.14  conduct meetings held in the United States. 
  2.15     There must be vice-chairs of the respective sections.  
  2.16  There must be elected one secretary from the commission at large.
  2.17     Subd. 5.  [STAFF.] The commission may hire the staff 
  2.18  necessary to carry out its duties. 
  2.19     Sec. 2.  [APPROPRIATION.] 
  2.20     $150,000 is appropriated from the general fund to the 
  2.21  Minnesota contingent of the commission established in section 1 
  2.22  in fiscal year 2000 for expenses of the Minnesota members of the 
  2.23  commission established in section 1. 
  2.24     Sec. 3.  [EFFECTIVE DATE; CONTINGENCY.] 
  2.25     Sections 1 and 2 are effective the day after a like 
  2.26  commission is authorized by the appropriate authority of the 
  2.27  government of Ontario.
