  1.1                          A bill for an act
  1.2             relating to education; appropriating money to reduce 
  1.3             tuition rates. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      Subdivision 1.  [MINNESOTA STATE COLLEGES AND 
  1.7   UNIVERSITIES.] $3,500,000 from the general fund is added to the 
  1.8   fiscal year 1997 appropriation in Laws 1995, chapter 212, 
  1.9   article 1, section 3, subdivision 1.  This money must be used to 
  1.10  reduce tuition rates by offsetting tuition revenue beginning in 
  1.11  the fall 1996 term. 
  1.12     Subd. 2.  [UNIVERSITY OF MINNESOTA.] $1,500,000 from the 
  1.13  general fund is added to the fiscal year 1997 appropriation in 
  1.14  Laws 1995, chapter 212, article 1, section 4, subdivision 2.  
  1.15  This money must be used to reduce tuition rates by offsetting 
  1.16  tuition revenue beginning in the fall 1996 term. 
  1.17     Subd. 3.  [HIGHER EDUCATION SERVICES OFFICE.] $5,000,000 
  1.18  from the general fund in fiscal year 1997 is appropriated to the 
  1.19  higher education services office to establish a one-year pilot 
  1.20  targeted grant program to test the effects of providing an 
  1.21  additional grant to very low-income students.  The office shall 
  1.22  provide an equal targeted grant to every dependent student, and 
  1.23  independent student with a dependent child, who receives a state 
  1.24  grant and whose family has a gross income up to $20,000.
