  1.1                          A bill for an act 
  1.2             relating to transportation; authorizing bonding and 
  1.3             appropriating money for the planning, design, 
  1.4             engineering, and construction of transit ways in the 
  1.5             metropolitan area. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $106,000,000 is appropriated to the commissioner of 
  1.9   transportation from the state transportation fund as provided in 
  1.10  Minnesota Statutes, section 174.50, to match federal and local 
  1.11  funding for the planning, design, engineering, and construction 
  1.12  of transit ways in the metropolitan area.  Of this amount, 
  1.13  $100,000,000 is for the preliminary engineering, final design, 
  1.14  and construction of light rail transit in the Hiawatha Avenue 
  1.15  corridor from downtown Minneapolis to the Minneapolis-St. Paul 
  1.16  International Airport and the Mall of America.  The remaining 
  1.17  funds shall be distributed as grants to appropriate county 
  1.18  regional rail authorities as follows: 
  1.19     (1) $3,000,000 to match federal funding for a major 
  1.20  investment study, engineering, and implementation in the 
  1.21  Riverview corridor between the east side of St. Paul and the 
  1.22  Minneapolis-St. Paul International Airport and the Mall of 
  1.23  America; 
  1.24     (2) $1,500,000 to match federal funding for a major 
  1.25  investment study, engineering, and implementation in the 
  2.1   Northstar corridor linking downtown Minneapolis to the St. Cloud 
  2.2   area; 
  2.3      (3) $500,000 to study potential transit improvements and 
  2.4   engineering studies in the Cedar Avenue corridor to link the 
  2.5   Hiawatha, Riverview, and Northstar transit corridors with Dakota 
  2.6   county; 
  2.7      (4) $500,000 to develop engineering documents for the 
  2.8   Northwest corridor commuter rail line from downtown Minneapolis 
  2.9   to the northwest suburbs of Hennepin county; and 
  2.10     (5) $500,000 to develop engineering documents for a 
  2.11  commuter rail line from downtown St. Paul through southern 
  2.12  Washington county to Hastings. 
  2.13     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  2.14     To provide the money appropriated in section 1 from the 
  2.15  state transportation fund, the commissioner of finance, on 
  2.16  request of the governor, shall sell and issue general obligation 
  2.17  bonds of the state in an amount up to $106,000,000 in the 
  2.18  manner, upon the terms, and with the effect prescribed by 
  2.19  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.20  Minnesota Constitution, article XI, sections 4 to 7.  The 
  2.21  proceeds of the bonds, except accrued interest and any premium 
  2.22  received on the sale of the bonds, must be credited to a bond 
  2.23  proceeds account in the state transportation fund.
