  1.1                          A bill for an act 
  1.2             relating to capital investment; authorizing spending 
  1.3             to make grants to acquire and to better public land 
  1.4             and other public improvements of a capital nature; 
  1.5             appropriating money for natural resource and 
  1.6             environment projects; authorizing the issuance of 
  1.7             state general obligation bonds. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION; NATURAL RESOURCES.] 
  1.10     Subdivision 1.  [NATURAL AND SCENIC AREA GRANTS.] $500,000 
  1.11  is appropriated from the bond proceeds fund to the commissioner 
  1.12  of natural resources for grants to units of government to 
  1.13  acquire and better natural and scenic areas under Minnesota 
  1.14  Statutes, section 85.019, subdivision 4a. 
  1.15     Subd. 2.  [GREATER MINNESOTA REGIONAL PARK 
  1.16  GRANTS.] $2,000,000 is appropriated from the bond proceeds fund 
  1.17  to the commissioner of natural resources for grants to public 
  1.18  regional parks organizations located outside the metropolitan 
  1.19  area as defined in Minnesota Statutes, section 473.121, 
  1.20  subdivision 2, to acquire land, design, and construct and 
  1.21  redevelop regional parks and trails, open space, and 
  1.22  recreational facilities.  The improvements must be of a capital 
  1.23  nature.  Each $3 of state grants must be matched by $2 of 
  1.24  nonstate funds. 
  1.25     Sec. 2.  [BOND SALE.] 
  1.26     To provide the money appropriated by section 1 from the 
  2.1   bond proceeds fund, the commissioner of finance shall sell and 
  2.2   issue bonds of the state in an amount up to $2,500,000 in the 
  2.3   manner, on the terms, and with the effect prescribed by 
  2.4   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.5   Minnesota Constitution, article XI, sections 4 to 7. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Sections 1 and 2 are effective the day following final 
  2.8   enactment.
