  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for the metropolitan regional parks system.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $15,000,000 is appropriated from the general fund to the 
  1.7   commissioner of finance for a grant to the metropolitan council, 
  1.8   to be available until June 30, 2003.  The commissioner of 
  1.9   finance shall pay the amount on a reimbursement basis to the 
  1.10  metropolitan council upon receipt of a certified copy of a 
  1.11  council resolution requesting payment.  The appropriation must 
  1.12  be used to pay the cost of rehabilitation, acquisition, and 
  1.13  development by the council and local government units of 
  1.14  regional recreational open-space lands in accordance with the 
  1.15  council's policy plan as provided in Minnesota Statutes, section 
  1.16  473.315.  This appropriation must not be used for research, 
  1.17  planning, administration, or tax equivalency payments.
