A bill for an act
relating to public safety; appropriating funds to enhance existing missing persons
notification and response systems and develop training; repealing membership
fee for Crime Alert Network; repealing Minnesota Statutes 2014, section
299A.61, subdivision 4.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $420,000 in fiscal year 2017 is appropriated from
the general fund to the commissioner of public safety for the purposes of this section.

new text begin Additional permanent positions. new text end

new text begin $170,000 is for the following additional
permanent positions in the Bureau of Criminal Apprehension to enhance existing Missing
Persons notification and response systems:

new text begin (1) one position to increase marketing capabilities for the Crime Alert Network; and
new text end

new text begin (2) one position to support the Missing Persons Clearinghouse.

new text begin $50,000 is for the Crime Alert Network to increase
membership and create additional alert categories.

new text begin (a) $100,000 is to develop a statewide, online
training program for law enforcement on best practices in responding to and investigating
missing persons reports.

new text begin (b) $100,000 is to provide regional and statewide training for law enforcement on
best practices in responding to and investigating missing persons reports. Training in this
paragraph must include information on:

new text begin (1) handling cases involving persons with dementia, traumatic brain injury,
Alzheimer's disease, or other mental disabilities; and
new text end

new text begin (2) developing agency policies and procedural checklists in missing person cases.
