  1.1                          A bill for an act 
  1.2             relating to health; requiring the commissioner of 
  1.3             health to prepare a plan for statewide data management.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HEALTH STUDY.] 
  1.6      (a) The commissioner of health must prepare a plan for the 
  1.7   development and implementation of a statewide public health data 
  1.8   management system in cooperation and consultation with 
  1.9   representatives of local public health departments.  The plan 
  1.10  must provide state and local public health departments with a 
  1.11  cost-effective, reliable means for collecting, utilizing, and 
  1.12  disseminating public health data.  The plan must include cost 
  1.13  estimates for implementing the statewide system.  Nothing in 
  1.14  this section requires the commissioner to collect additional 
  1.15  health data. 
  1.16     (b) The plan must be completed and presented to the 
  1.17  legislature by January 1, 2005.  The plan must comply with 
  1.18  Minnesota Statutes, sections 3.195 and 3.197.
