  1.1                          A bill for an act 
  1.2             relating to rulemaking; making rules effective only 
  1.3             after approval by the governor or a constitutional 
  1.4             officer, as appropriate; removing the governor's veto 
  1.5             authority over rules; amending Minnesota Statutes 
  1.6             2000, section 14.05, by adding a subdivision; 
  1.7             repealing Minnesota Statutes 2001 Supplement, section 
  1.8             14.05, subdivision 6. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 14.05, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 7.  [GOVERNOR APPROVAL.] In addition to complying 
  1.13  with other requirements of this chapter, a rule is effective 
  1.14  only after it is signed by the governor, or if the rule is 
  1.15  adopted by a constitutional officer other than the governor, 
  1.16  when signed by that constitutional officer.  The governor or a 
  1.17  constitutional officer may sign a rule, but provide that a 
  1.18  severable portion of the rule does not take effect.  The 
  1.19  signature of the governor or other constitutional officer 
  1.20  approving the rule must appear on the adopted rule, or on an 
  1.21  attachment to the rule.  The agency adopting the rule may not 
  1.22  publish the rule in the State Register unless the governor or 
  1.23  other constitutional officer has signed the rule.  If the 
  1.24  governor or other constitutional officer does not sign the rule 
  1.25  within 14 days of receiving it from the secretary of state or 
  1.26  the agency, the rule does not take effect. 
  1.27     Sec. 2.  [REPEALER.] 
  2.1      Minnesota Statutes 2001 Supplement, section 14.05, 
  2.2   subdivision 6, is repealed.
