  1.1                          A bill for an act 
  1.2             relating to lawful gambling; modifying days 
  1.3             organizations may conduct lawful gambling on certain 
  1.4             premises; increasing bingo prize limits; extending 
  1.5             authority to adopt tipboard rules; amending Minnesota 
  1.6             Statutes 2002, section 349.18, subdivision 2; 
  1.7             Minnesota Statutes 2003 Supplement, section 349.211, 
  1.8             subdivision 1. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2002, section 349.18, 
  1.11  subdivision 2, is amended to read: 
  1.12     Subd. 2.  [EXCEPTIONS.] (a) An organization may conduct 
  1.13  raffles on a premise it does not own or lease.  
  1.14     (b) An organization may, with the permission of the board, 
  1.15  conduct bingo on premises it does not own or lease for up to 12 
  1.16  consecutive days in a calendar year, in connection with a county 
  1.17  fair, the state fair, or a civic celebration.  
  1.18     (c) A licensed organization may, after compliance with 
  1.19  section 349.213, conduct lawful gambling on premises other than 
  1.20  the organization's permitted premises for one day 12 days per 
  1.21  calendar year or up to 12 consecutive days in a calendar year in 
  1.22  connection with a county fair, the state fair, a church 
  1.23  festival, or a civic celebration.  A lease for that time period 
  1.24  for the exempted premises must accompany the request to the 
  1.25  board. 
  1.26     Sec. 2.  Minnesota Statutes 2003 Supplement, section 
  1.27  349.211, subdivision 1, is amended to read: 
  2.1      Subdivision 1.  [BINGO.] Except as provided in subdivisions 
  2.2   1a and 2, prizes for a single bingo game may not exceed $200 
  2.3   except prizes for a cover-all game, which may exceed $200 if the 
  2.4   aggregate value of all cover-all prizes in a bingo occasion does 
  2.5   not exceed $1,000.  Total prizes awarded at a bingo occasion may 
  2.6   not exceed $2,500 $2,800, unless a cover-all game is played in 
  2.7   which case the limit is $3,500 $3,800.  A prize may be 
  2.8   determined based on the value of the bingo packet sold to the 
  2.9   player.  For purposes of this subdivision, a cover-all game is 
  2.10  one in which a player must cover all spaces except a single free 
  2.11  space to win. 
  2.12     Sec. 3.  [AUTHORITY TO ADOPT RULES; TIPBOARDS.] 
  2.13     Notwithstanding Minnesota Statutes, section 14.125, the 
  2.14  Gambling Control Board has 18 months from the effective date of 
  2.15  this section to publish a notice of intent to adopt rules or a 
  2.16  notice of hearing for rules relating to tipboard games under 
  2.17  Minnesota Statutes, section 349.1711, subdivision 4.  If the 
  2.18  notice is not published within the time limit imposed by this 
  2.19  section, the authority for the rules expires. 
  2.20     Sec. 4.  [EFFECTIVE DATE.] 
  2.21     This act is effective the day following final enactment.
