A bill for an act
relating to capital investment; appropriating money to the Minnesota Amateur
Sports Commission for Mighty Ducks grants; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $4,000,000 is appropriated from the bond proceeds fund
to the Minnesota Amateur Sports Commission for grants to local governments under
Minnesota Statutes, section 240A.09, paragraph (b), to improve indoor air quality and
eliminate R-22. This appropriation shall not be used to acquire ice resurfacing or edging
equipment. The commission may prioritize grants to projects in environmental justice areas
of concern. For the purposes of this subdivision, "environmental justice area of concern"
means one or more census blocks in Minnesota:

new text begin (1) in which, based on the most recent data published by the United States Census Bureau:

new text begin (i) 40 percent or more of the population is nonwhite;
new text end

new text begin (ii) 35 percent or more of the households have an income at or below 200 percent of the
federal poverty level; or
new text end

new text begin (iii) 40 percent or more of the population over the age of five have limited English
proficiency; or
new text end

new text begin (2) within Indian country, as defined in United States Code, title 18, section 1151.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $4,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
