  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing a grant to the city of Luverne for the 
  1.6             Carnegie Cultural Center; authorizing issuance of 
  1.7             bonds; appropriating money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $100,000 is appropriated from the bond proceeds fund to the 
  1.11  commissioner of trade and economic development for a grant to 
  1.12  the city of Luverne to make capital improvements to the Carnegie 
  1.13  Cultural Center, including those to bring the building into 
  1.14  compliance with the Americans with Disabilities Act, subject to 
  1.15  the requirements of Minnesota Statutes, section 16A.695.  This 
  1.16  appropriation is not available until an equal amount is made 
  1.17  available from nonstate sources. 
  1.18     Sec. 2.  [BOND SALE.] 
  1.19     To provide the money appropriated in section 1 from the 
  1.20  bond proceeds fund, the commissioner of finance, on request of 
  1.21  the governor, shall sell and issue bonds of the state in an 
  1.22  amount up to $100,000 in the manner, on the terms, and with the 
  1.23  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.24  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.25  4 to 7. 
  1.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1 and 2 are effective the day following final 
  2.2   enactment.
