  1.1                          A bill for an act 
  1.2             relating to metropolitan government; appropriating 
  1.3             money for the metropolitan local government planning 
  1.4             assistance, grant, and loan program. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEGISLATIVE FINDINGS; PURPOSE.] 
  1.7      In 1995 this legislature amended various metropolitan land 
  1.8   planning sections of Minnesota law to require metropolitan 
  1.9   governments to review and update by 1998 their comprehensive 
  1.10  plans and official controls and to ensure conformance between 
  1.11  their plans and official local controls. 
  1.12     In recognition of the need for up-to-date coordinated 
  1.13  plans, programs, and controls by all local government units in 
  1.14  order to protect the health, safety, and welfare of the 
  1.15  residents of the metropolitan area and to ensure coordinated, 
  1.16  orderly, and economic development, it is the purpose of this 
  1.17  legislation to provide technical and financial assistance to 
  1.18  local governments for the update of their comprehensive plans 
  1.19  required by the amended land planning section of Minnesota law. 
  1.20     Sec. 2.  [APPROPRIATION.] 
  1.21     $5,000,000 is appropriated from the general fund to the 
  1.22  metropolitan council for the planning assistance, grant, and 
  1.23  loan program provided in Minnesota Statutes, section 473.867. 
  1.24     Sec. 3.  [APPLICATION.] 
  1.25     Sections 1 and 2 apply in the counties of Anoka, Carver, 
  2.1   Dakota, Hennepin, Ramsey, Scott, and Washington. 
  2.2      Sec. 4.  [EFFECTIVE DATE.] 
  2.3      Sections 1 to 3 are effective the day after final enactment.
