  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article VII, section 1; authorizing permanent resident 
  1.4             noncitizens to vote in local elections. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.7      An amendment to the Minnesota Constitution, article VII, 
  1.8   section 1, is proposed to the people.  If the amendment is 
  1.9   adopted, the section will read: 
  1.10     Section 1.  Every person 18 years of age or more who has 
  1.11  been a citizen of the United States for three months and who has 
  1.12  resided in the precinct for 30 days next preceding an election 
  1.13  shall be entitled to vote in that precinct.  Every person 18 or 
  1.14  more years of age who has resided in a precinct for 30 days next 
  1.15  preceding an election and who is not a citizen of the United 
  1.16  States but is a permanent resident of the United States under 
  1.17  federal law, shall be entitled to vote in local government 
  1.18  elections in the precinct in which the person resides.  The 
  1.19  place of voting by one otherwise qualified who has changed his 
  1.20  residence within 30 days preceding the election shall be 
  1.21  prescribed by law.  The following persons shall not be entitled 
  1.22  or permitted to vote at any election in this state:  A person 
  1.23  not meeting the above requirements; a person who has been 
  1.24  convicted of treason or felony, unless restored to civil rights; 
  1.25  a person under guardianship, or a person who is insane or not 
  2.1   mentally competent. 
  2.2      Sec. 2.  [SCHEDULE AND QUESTION.] 
  2.3      The proposed amendment shall be submitted to the people at 
  2.4   the 2002 general election.  The question submitted shall be: 
  2.5      "Shall the Minnesota Constitution be amended to allow 
  2.6   permanent resident noncitizens to vote in local government 
  2.7   elections? 
  2.8                                      Yes .......
  2.9                                      No ........"
