A bill for an act
relating to education finance; providing funding for prekindergarten through
grade 12 pupil transportation; amending Minnesota Statutes 2014, section
126C.10, subdivision 18; Minnesota Statutes 2015 Supplement, section 126C.10,
subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2015 Supplement, section 126C.10, subdivision 1, is
amended to read:


Subdivision 1.

General education revenue.

The general education revenue for
each district equals the sum of the district's basic revenue, extended time revenue, gifted
and talented revenue, declining enrollment revenue, local optional revenue, small schools
revenue, basic skills revenue, secondary sparsity revenue, elementary sparsity revenue,
transportation deleted text begin sparsitydeleted text end revenue, total operating capital revenue, equity revenue, pension
adjustment revenue, and transition revenue.

Sec. 2.

Minnesota Statutes 2014, section 126C.10, subdivision 18, is amended to read:


Subd. 18.

(a) new text begin A district's pupil
transportation revenue equals the sum of the district's transportation sparsity revenue and
its transportation cost revenue.

new text begin (b) new text end A district's transportation sparsity allowance equals the greater of zero or the
result of the following computation:

(i) Multiply the formula allowance according to subdivision 2, by .141.

(ii) Multiply the result in deleted text begin clausedeleted text end new text begin itemnew text end (i) by the district's sparsity index raised to
the 26/100 power.

(iii) Multiply the result in deleted text begin clausedeleted text end new text begin itemnew text end (ii) by the district's density index raised to
the 13/100 power.

(iv) Multiply the formula allowance according to subdivision 2, by .0466.

transportation, including depreciation, under section 123B.92, subdivision 1, paragraph
(b), for secondary students who live more than one mile from school and for all
prekindergarten, kindergarten, and elementary pupils; and

new text begin (i) 4.66 percent of the district's basic revenue for the previous fiscal year;

new text begin (ii) transportation sparsity revenue under paragraph (c); and
