  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing bonds 
  1.3             and appropriating money for a voyageurs' interpretive 
  1.4             center. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $....... is appropriated from the bond proceeds fund to the 
  1.8   Minnesota Historical Society to build an interpretive center 
  1.9   honoring all aspects of the voyageur and that era in American 
  1.10  history.  The appropriation must be matched by at least 
  1.11  $3,000,000 from the federal government.  The interpretive center 
  1.12  shall be located in or in the immediate vicinity of the city of 
  1.13  International Falls. 
  1.14     Sec. 2.  [BOND SALE.] 
  1.15     To provide the money appropriated by section 1 from the 
  1.16  state bond proceeds fund, the commissioner of finance, on 
  1.17  request of the governor, shall sell and issue bonds of the state 
  1.18  in an amount up to $....... in the manner, upon the terms, and 
  1.19  with the effect prescribed by Minnesota Statutes, sections 
  1.20  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  1.21  XI, sections 4 to 7.
