A bill for an act
relating to capital investment; appropriating money for an anaerobic digester;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $....... is appropriated from the bond proceeds
fund to the commissioner of the Pollution Control Agency as part of the agency's capital
assistance program for a grant to a metropolitan county, as defined in Minnesota Statutes,
section 473.121, subdivision 4, to design, construct, and equip an anaerobic digester
whose feedstock, on an annual basis, consists of at least 25 percent source-separated
compostable materials, as defined in Minnesota Statutes, section 115A.03, subdivision
32a. This grant is not available until the agency determines that an amount sufficient to
complete the project is committed to it from nonstate sources.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $....... in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
