  1.1                          A bill for an act 
  1.2             relating to human services; providing for 
  1.3             collaborative service models; amending Minnesota 
  1.4             Statutes 2003 Supplement, section 256B.69, subdivision 
  1.5             6b. 
  1.7      Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.8   256B.69, subdivision 6b, is amended to read: 
  1.10  For individuals enrolled in the Minnesota senior health options 
  1.11  project authorized under subdivision 23, elderly waiver services 
  1.12  shall be covered according to the terms and conditions of the 
  1.13  federal agreement governing that demonstration project. 
  1.14     (b) For individuals under age 65 enrolled in demonstrations 
  1.15  authorized under subdivision 23, home and community-based waiver 
  1.16  services shall be covered according to the terms and conditions 
  1.17  of the federal agreement governing that demonstration project. 
  1.18     (c) By June 30, 2004, the commissioner of human services 
  1.19  shall issue requests for proposals for collaborative service 
  1.20  models from counties in cooperation with managed care 
  1.21  organizations to coordinate the home and community-based elderly 
  1.22  waiver services and additional nursing facility services with 
  1.23  the prepaid medical assistance program.  Counties participating 
  1.24  in collaborative service models through county-based purchasing 
  1.25  need not respond to the requests for proposals. 
  2.1      (d) Project goals for collaborative service models are to: 
  2.2      (1) contain or reduce acute and long-term care costs for 
  2.3   the elderly waiver population; and 
  2.4      (2) coordinate acute and long-term care services at the 
  2.5   local level. 
  2.6      (e) Projects shall be implemented from July 1, 2004, to 
  2.7   June 30, 2005.  By December 30, 2005, the commissioner shall 
  2.8   evaluate the projects in order to identify models to be used to 
  2.9   deliver managed health care services to low-income elderly 
  2.10  throughout the state. 
  2.11     (f) Notwithstanding Minnesota Rules, part 9500.1457, 
  2.12  subpart 1, item C, Effective July 1, 2006, elderly waiver 
  2.13  services shall be covered under the prepaid medical assistance 
  2.14  program for all individuals who are eligible according to 
  2.15  section 256B.0915.  The commissioner may develop a schedule to 
  2.16  phase in implementation of these waiver services based upon 
  2.17  collaborative service models developed according to this 
  2.18  subdivision.
