A bill for an act
relating to workforce development; providing for a regional American Indian and
communities of color worker reintegration and stabilization initiative; appropriating
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; REGIONAL AMERICAN INDIAN AND
COMMUNITIES OF COLOR WORKER REINTEGRATION AND STABILIZATION
INITIATIVE.

new text begin (a) $945,000 in fiscal year 2018 and $945,000 in fiscal year 2019 are appropriated from
the workforce development fund to the commissioner of employment and economic
development for a grant for the regional American Indian and communities of color worker
reintegration and stabilization pathway initiative at the American Indian Opportunities and
Industrialization Center, Bii Gii Wiin Community Development Loan Fund, and the
Northwest Indian Community Development Center to reduce academic and economic
disparities for American Indian adults and adults from communities of color. Of this amount,
$600,000 is for the American Indian Opportunities and Industrialization Center and $300,000
is for the Northwest Indian Community Development Center. This is a onetime appropriation.

new text begin (b) Grant funds under this section may be used to provide:

new text begin (1) contextualized adult education, including assistance in obtaining a GED;
new text end

new text begin (2) personal financial repair and preparation services;
new text end

new text begin (3) remedial training leading to enrollment in a postsecondary higher education institution;
new text end

new text begin (4) career training, including a focus on careers in information technology; and
new text end

new text begin (5) career counseling and placement services.
