  1.1                          A bill for an act 
  1.2             relating to the arts; providing a formula for 
  1.3             distribution of state funds for the Arrowhead Regional 
  1.4             Arts Council; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 129D. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [129D.055] [DISTRIBUTION WITHIN ARROWHEAD 
  1.8   REGIONAL ARTS COUNCIL.] 
  1.9      (a) Notwithstanding sections 129D.045 and 129D.06, grants 
  1.10  of state funds to the Arrowhead Regional Arts Council must be 
  1.11  distributed internally in the proportions that the population of 
  1.12  each of the following areas is of the population of all of the 
  1.13  following areas: 
  1.14     (1) Aitkin county; 
  1.15     (2) Carlton county; 
  1.16     (3) Cook county; 
  1.17     (4) Itasca county; 
  1.18     (5) Koochiching county; 
  1.19     (6) Lake county; 
  1.20     (7) St. Louis county, excluding the city of Duluth; and 
  1.21     (8) the city of Duluth. 
  1.22     (b) The population figures used must be the most recent 
  1.23  available as of the same date for all areas enumerated in 
  1.24  paragraph (a).
