  1.1                          A bill for an act 
  1.2             relating to capital improvements; wastewater treatment 
  1.3             infrastructure funding; authorizing the sale of state 
  1.4             bonds; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $40,800,000 is appropriated from the bond proceeds fund 
  1.8   to the Public Facilities Authority for grants to eligible 
  1.9   municipalities under the wastewater infrastructure program 
  1.10  established in Minnesota Statutes, section 446A.072. 
  1.11     (b) $800,000 of this appropriation is from the general fund 
  1.12  to administer the wastewater infrastructure program. 
  1.13     (c) To the greatest practical extent, the authority should 
  1.14  use the grants for projects on the 2004 project priority list in 
  1.15  priority order to qualified applicants that submit plans and 
  1.16  specifications to the Pollution Control Agency or receive a 
  1.17  funding commitment from United States Department of Agriculture 
  1.18  rural development before December 1, 2005. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in this act from the bond 
  1.21  proceeds fund, the commissioner of finance shall sell and issue 
  1.22  bonds of the state in an amount up to $40,800,000 in the manner, 
  1.23  upon the terms, and with the effect prescribed by Minnesota 
  1.24  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.25  Constitution, article XI, sections 4 to 7. 
  2.1      Sec. 3.  [EFFECTIVE DATE.] 
  2.2      Sections 1 and 2 are effective June 30, 2004.
