A bill for an act
relating to domestic abuse training; requiring
additional training for peace officers, teachers, and
school administrators; amending Minnesota Statutes
2004, section 626.8451, subdivision 1a; proposing
coding for new law in Minnesota Statutes, chapter 122A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

TRAINING.

new text begin The Board of Teaching and the Board of School
Administrators must require that teachers and school
administrators, as a part of their ongoing training, receive
training on child and adolescent sexual abuse, domestic abuse,
harassment, stalking, and related civil and criminal issues.
The training must include the following:

new text begin (1) information about the specific needs of victims;
new text end

new text begin (2) education on the causes of sexual abuse, family
violence, harassment, and stalking;
new text end

new text begin (3) education on culturally responsive approaches to
serving victims; and
new text end

new text begin (4) education on the impacts of sexual abuse, domestic
abuse, and abuse allegations on children.

Sec. 2.

Minnesota Statutes 2004, section 626.8451,
subdivision 1a, is amended to read:


Subd. 1a.

Training course; crimes of violence.

In
consultation with the Crime Victim and Witness Advisory Council
and the school of law enforcement, the board shall prepare a
training coursenew text begin , including continuing education,new text end to assist peace
officers in responding to crimes of violence and to enhance
peace officer sensitivity in interacting with and assisting
crime victims. For purposes of this course, new text begin child and
adolescent sexual abuse, domestic abuse,
new text end harassmentnew text begin ,new text end and
stalking crimes are "crimes of violence." The course must
include information about:

(1) the needs of victims of these crimes and the most
effective and sensitive way to meet those needs or arrange for
them to be met;

(2) the extent and causes of crimes of violence, including
new text begin domestic abuse,new text end physical and sexual abuse, physical violence,
harassment and stalking, and neglect;

(3) the identification of crimes of violence and patterns
of violent behavior; and

(4) culturally responsive approaches to dealing with
victims and perpetrators of violence.
