A bill for an act
relating to natural resources; appropriating money to address invasive carp.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PROTECTING UPPER MISSISSIPPI RIVER FROM INVASIVE CARP;
APPROPRIATIONS.

new text begin (a) $16,800,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of natural resources to impede spread of the invasive carp species described
in Minnesota Rules, part 6216.0250, subpart 3, by:

new text begin (1) designing, installing, and operating a state-of-the-art deterrent system at Mississippi
River Lock and Dam 5 to impede passage of invasive carp at this location to protect the
upper river; and
new text end

new text begin (2) purchasing related equipment.

new text begin (b) $395,000 in fiscal year 2024 and $395,000 in fiscal year 2025 are appropriated from
the general fund to the commissioner of natural resources to:

new text begin (1) expand invasive carp removal from and surveys in the Mississippi River;
new text end

new text begin (2) measure the efficacy of invasive carp management practices; and
new text end

new text begin (3) pay for related staffing costs.

Sec. 2. new text begin MISSISSIPPI RIVER LOCK AND DAM 5; APPROPRIATIONS.

new text begin (a) $216,000 in fiscal year 2024 is appropriated from the general fund to the Board of
Regents of the University of Minnesota to design a fish passage system to improve native
fish passage at Mississippi River Lock and Dam 5.

new text begin (b) $325,000 in fiscal year 2024 is appropriated from the general fund to the Board of
Regents of the University of Minnesota to study the Mississippi River Lock and Dam 5
spillway gate to optimize management to reduce invasive carp passage.
