A bill for an act
relating to health facilities; requiring a study and report on the feasibility and
potential benefits of establishing a health facilities authority.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin HEALTH FACILITIES AUTHORITY; STUDY, REPORT.

new text begin The following persons or their designees shall study the feasibility and potential
benefits of establishing a health facilities authority: the commissioners of health and
finance, the executive director of the Public Facilities Authority, the executive director
of the Higher Education Facilities Authority, and the executive director of the Housing
Finance Agency. The commissioner of finance shall provide administrative support.

new text begin The report must make recommendations on whether to establish a health facilities
authority, and if it is recommended, how it should be organized, governed and structured,
and with what powers and duties. If it is not recommended, the report must explain
why not. The report must be submitted to the chairs of the legislative committees with
jurisdiction over health, finance, and capital investment by January 15, 2011.
