A bill for an act
relating to agriculture; modifying fur farmer registration requirements; eliminating
certain commercial permits for restricted species; requiring a report on feral pigs
and mink; amending Minnesota Statutes 2022, sections 17.353, subdivision 2;
17.457, subdivision 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 17.353, subdivision 2, is amended to read:


Subd. 2.

Registration.

December 31. The registration is valid for a calendar year. The registration form must state
the name of the applicant, the location of the fur farming activity, the species of fur-bearing
animals on the fur farm, and other information required by the commissioner.

Sec. 2.

Minnesota Statutes 2022, section 17.457, subdivision 3, is amended to read:


Subd. 3.

Permits.

(a) The commissioner may issue permits for the transportation,
possession, purchase, or importation of restricted species for scientific, research, new text begin or
new text end educationaldeleted text begin , or commercialdeleted text end purposes. A permit issued under this subdivision may be revoked
by the commissioner if the conditions of the permit are not met by the permittee or for any
unlawful act or omission, including accidental escapes.

(b) The commissioner may issue permits for a person to possess and raise a restricted
species for commercial purposes if the person was in possession of the restricted species
on March 1, 1993. Under the permit, the number of breeding stock of the restricted species
in the possession of the person may not increase by more than 25 percent and the person
must comply with the certification requirements in subdivision 7.

(c) A person may possess a restricted species without a permit for a period not to exceed
two days for the purpose of slaughtering the restricted species for human consumption.

new text begin By February 15, 2024, the commissioner of natural resources, in cooperation with the
Board of Animal Health and the commissioners of agriculture and health, must submit a
report to the chairs and ranking minority members of the legislative committees with
jurisdiction over agriculture and environment and natural resources that:

new text begin (1) identifies the responsibilities of the Board of Animal Health and the commissioners
of natural resources, health, and agriculture for managing feral pigs and mink;

new text begin (2) identifies any needs to clarify or modify responsibilities for feral pig and mink
management; and
new text end

new text begin (3) includes policy recommendations for managing feral pigs and mink to further prevent
negative impacts on the environment and human health.
