A bill for an act
relating to capital investment; appropriating money for local airport improvements
to support the Department of Natural Resources fire-fighting operations; authorizing
the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

INFRASTRUCTURE.

new text begin Appropriation. new text end

new text begin $2,000,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources for a grant to the Chisholm-Hibbing Airport
Authority to reconstruct the ramps and staging areas that support the department's fire
fighting response operations at the Range Regional Airport. Any unspent portion of this
appropriation remaining after the completion of the project, upon written notice to the
commissioner of management and budget, is available for a grant to the Brainerd Lakes
Regional Airport Commission, the Bemidji Regional Airport Authority, or both, to design
the replacement of the ramps and staging areas that support the department's fire fighting
response operations at the regional airports in Brainerd and Bemidji.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $2,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
