A bill for an act
relating to health; directing the commissioner of
health to distribute grants for methamphetamine use
prevention; appropriating money; amending Minnesota
Statutes 2004, section 145A.14, by adding a
subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 145A.14, is
amended by adding a subdivision to read:

new text begin Methamphetamine use prevention grants. new text end

new text begin (a) The
commissioner of health shall establish a grant program for the
purpose of methamphetamine use prevention and the prevention of
other high-risk behaviors that lead or contribute to
methamphetamine use. The commissioner shall distribute the
grants based upon need and the ability to support efforts to
community health boards and counties with clandestine lab
remediation ordinances for programs with a community-based
approach to methamphetamine use prevention. A community health
board or county with a clandestine lab remediation ordinance
receiving a methamphetamine use prevention grant shall provide
at least a 25 percent match of the state funds received under
this subdivision.

new text begin (b) The commissioner of health shall assist grant
recipients and other local methamphetamine use prevention
efforts. To accomplish this, the commissioner shall:

new text begin (1) build expertise within the Department of Health in the
area of methamphetamine;
new text end

new text begin (2) develop community-based education and prevention
materials for methamphetamine use prevention efforts; and
new text end

new text begin (3) serve as an educational and technical resource for
community health boards, local governments, law enforcement,
health care facilities, and others working on methamphetamine
use prevention and other methamphetamine-related efforts.

Sec. 2. new text begin APPROPRIATION.

new text begin $3,000,000 is appropriated from the general fund to the
commissioner of health for the 2006-2007 biennium for
methamphetamine use prevention. The money shall be used as
follows:

new text begin (1) $250,000 shall be used to develop expertise, materials,
and strategies for a methamphetamine use prevention education
and awareness campaign;

new text begin (2) $150,000 shall be used for the development of
community-based education and prevention materials; and
new text end

new text begin (3) $2,600,000 shall be used to make grants to community
health boards and counties with clandestine lab remediation
ordinances. Up to $100,000 of this amount may be used for
administration of the program.
