  1.1                          A bill for an act 
  1.2             relating to the legislature; requiring a three-fifths 
  1.3             vote to pass certain fiscal legislation; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 3. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [3.99] [TAX INCREASE; VOTE REQUIREMENTS.] 
  1.7      Passage of a law that increases the general rate or expands 
  1.8   the taxable base of a state tax on income or sales or increases 
  1.9   the general education levy requires the vote of three-fifths of 
  1.10  the members of each house of the legislature.  Passage of a law 
  1.11  that creates a new tax of statewide applicability also requires 
  1.12  the vote of three-fifths of the members of each house of the 
  1.13  legislature.
